As the EU socialist juggernaut rolls forward, even pets won't be able to scamper out of its path. According to a summary of recent legislation:
. . . as of 3 July 2004 dogs, cats and ferrets which are moved across borders within the European Union have to be principally accompanied by a passport in accordance with a standardized model. This passport needs to be clearly attributable to the animal, i.e. the animal has to be identifiable by tattoo or microchip and the identification number must be included in the passport.

So, Europeans, does your pet already have a tattoo or microchip implant?
Now there's an interesting fulfillment of Biblical prophecy: "the mark of the beast" as prophesied in Revelation 13:16-18!
Now what about those ISO codes that will need to tattooed onto the foreheads of pets? In the case of cats, I'm pretty sure what the first three digits are going to be....
