Rioting over Saddam in Underwear

We're all in shock over the release of photos of Saddam Hussein in his underware. Clearly, being forced to wear Fruit of the Loom instead of stylish boxers is a violation of the Geneva Convention.

But why, I wonder, do we think that thousands of people are going to riot over a photo of Saddam in his undies? Hundreds of photos of Britney Spear in her undies have been broadcast over the world without major riots - is Saddam that much hotter??
